About Rochelle!

I moved to Davis two decades ago to complete my undergraduate degree in Political Science at UCD. I was an independent student and parent while putting myself through school and, like many Aggies, I fell in love with Davis and knew this is where I wanted to raise my children. I live in West Davis with my husband and our three younger kids. Our oldest is in his sophomore year at UC Merced. I went to law school at McGeorge, where I began working as a land use consultant to supplement student loans, and eventually turned that experience into my own sole proprietorship. I provide a variety of services relating to statute interpretation of local and county ordinances, guidance through the permitting process from inception of ideas to building permit, and all the hearings in between. Although I am a licensed attorney, I’ve continued to be a contractor and consultant to remain flexible to the needs of family. I also work in various roles at the Graduate restaurant with my husband, Charlie. The past few years, I have focused much of my energy on community service. My most visible role is on the Blue and White Foundation, for which I currently serve as President. We are in the final stages of building a new stadium at Davis High School and, over the last two years, I have significantly scaled back my business to focus on fundraising for the project. I truly enjoy public service and look forward to the next level by serving the whole of the community.

#1 Describe in a paragraph your vision for Davis on June 30, 2014
My vision for Davis in 2014 is a city that continues to be among the best, most forward-thinking, places to live in the world. Davisites expect, and deserve, only the best from their community, and their community leaders. In 2014, we need a City Council of well respected, innovative leaders who are in tune with the needs of our community. This respect is based upon providing the services needed by our citizenry. I believe this includes a balanced city budget, a fully leased downtown, and standing meetings with DJSUD, UC Davis and the County to ensure that we are working in concert to maximize the efforts of these entities. In 2014, if I am fortunate enough to be starting a second term for myself as a Council member, it will be based upon the success of finding common ground amongst the different groups in our community, and in the region, that resulted in safe stewardship of our City through a tough budget crisis at the state and local levels.

Over the years as a consultant I’ve bore a number of titles in the various projects of which I’ve either led or worked with on a team. Here is a brief outline of some of those hands on experience.

Consultant & Contractor

  • Provide planning services for East Bay city, including General Plan Amendments and Design Review.
  • Research, interpret, and analyze ordinances and statutes for viability of land use projects.
  • Work with local jurisdictions to propose projects that meet needs of client and local community to ensure greatest chance of success prior to application.
  • Represent various wireless companies such as Cingular, AT&T, Sprint, and Nextel in all aspects of permitting and hearings for land use entitlements.
  • Travel throughout Northern California and Northern Nevada to conduct site visits and hearings before elected bodies of government.
  • Research, negotiate, and facilitate existing leases from initial contact to execution by landlord for major wireless tower company.
  • Utilize GPS, topographic maps, assessor’s information, title work, NEPA, and CEQA to assess property’s suitability for client’s needs within a given market.

Project Analyst

  • Developed databases to track, consolidate, and prioritize all contracts for distribution of PG&E assets.
  • Analyzed existing contracts and protocols for adherence to bankruptcy proceedings.
  • Gathered and prepared contracts for replication, assignment, and cure to satisfy implementation needs for confirmation of Plan of Reorganization.
  • Performed necessary tasks to cure contracts and fulfill notice requirements.

Entitlement Agent

  • Member of a hand-picked team chosen to navigate the process of wide-scale franchise implementation.
  • Coordinated and fostered the step-by-step process of approving franchise agreements between city and county governments and PG&E.
  • Performed tasks as regional territory manager for all political and contractual contacts.

Project Manager

  • Secured zoning approvals on numerous wireless facilities ranging from over-the-counter to the Board of Supervisors.
  • Coordinated site acquisition, zoning, and construction disciplines.
  • Worked directly with RF engineers and architects on zoning and construction drawings.
  • Liaison between planners, attorneys, local government staff, and a consulting team.

Here’s what people are saying about Rochelle
After much consideration, I have decided to endorse the candidacy of
Rochelle Swanson for Davis City Council.

I believe that Rochelle’s election brings great hope that the city will
begin more seriously addressing the most critical issue we currently face:
the state of our finances. In my opinion, our inability to exercise better
fiscal discipline has placed at greater risk the safety of our neighborhoods
and roads, our constituents’ ability to continue paying for vital services
and the public trust we as stewards of taxpayer dollars seek to engender in
general. I predict that Rochelle will advance positive, substantive
structural change for the long-term fiscal health of the city and will take
advantage of the next round of labor negotiations to do so.

Furthermore, my belief is that Rochelle will contribute to a balanced view
on the Council of land use matters. I am confident in Rochelle’s desire to
rein in unsustainable growth by upholding the principles of our current
General Plan. Very importantly, I predict she will view with a critical eye
any proposals for future residential development on our periphery. I
especially appreciate her sensitivity to the public’s expressed desire for a
small, compact city.

In general, I expect that Rochelle will not be afraid to vote “no” when
necessary, while working earnestly and diligently with her Council
colleagues toward consensus on common-sense alternatives.

I readily acknowledge that under other circumstances, Rochelle may not have
been a natural choice for me, based on aspects of her political and
professional background. However, my observation is that one’s voting
history on national or state issues may not necessarily be a predictor of
his or her voting record in local nonpartisan elected office. Rochelle and I
certainly do not agree on all issues, and as such I do not expect that she
will vote precisely how I might have voted on future issues before the
Council. However, I have confidence in the fundamental philosophy and
independent thinking she seeks to bring to the Council dais. I also believe
that Rochelle’s unique relationships within the community can translate into
positive change – some of which we have already seen during her candidacy –
in several aspects of community life.

I encourage my fellow Davisites to support Rochelle Swanson.

Vote Swanson, Li for City Council

It's time for a change on the City Council. We are being asked to Band-Aid our school finances by one fundraiser after another, while the City Council pushes for extravagant, multimillion-dollar water and sewer projects that could quadruple our individual city utility bills.

Meanwhile, we have council wannabes whose only concept of leadership is to jaunt around town on bicycles and talk about green this and green that. Well, I don't buy it.

I believe we need people on the council who are realistic, and who will recognize and confront the real fiscal challenges facing our citizens, schools and city.

Therefore, I am voting for Rochelle Swanson and urge other citizens to vote for both Rochelle and Jon Li. And definitely vote yes on Measure R, the Measure J renewal.

Swanson is what's best for Davis

Rochelle for Davis. This is more than a campaign slogan, but
represents the attitude of Rochelle Swanson, candidate for City
Council.

Davis voters are being afforded a unique opportunity in the upcoming
election — to lessen the effects of “machine politics “in our city.
Council elections are supposed to be nonpartisan, but all too often,
coalitions are formed that represent the views of one party or the
other and not what is best for all of Davis. Special interest groups
form behind a candidate and we see one-issue politics.

Controlled growth does not mean no growth. Transportation issues
translate to more than just bicycles. People who build houses are not
“villains,” nor are people who drive cars. There are people in Davis
who are unable to use a bicycle.

Our youth should be able to buy a home in Davis. Our city needs a
person or persons on the council who can and will thoughtfully review
the issues that come before the council and make informed decisions
that are in the best interest of all of Davis.

I believe Rochelle Swanson is one of those people. She has a vested
interest in this community. Her children go to school here and
community safety is an important issue. She is not the hand-picked
successor to a member who is leaving. She represents the interests and
values of one who has dedicated untold number of hours to the Blue &
White Foundation stadium project to the extent of reducing her own
business to virtually nothing to serve the city of Davis.

including service as mayor, plus 10 years of Davis board, commission,
committee and task force appointments, I offer my endorsements of two
outstanding City Council candidates.

Both candidates have demonstrated effective leadership. Both have been
deeply involved in community activities. Both have responsible
careers that allow the necessary flexibility of time. Both are married
and are raising their children here. Both have the maturity, wisdom
and intellectual capacity to address the many issues that council
members must confront.

Both are warm, approachable, personable and capable of influencing
their colleagues. Both prioritize the significant financial, public
safety and infrastructure problems facing the city.

Just a few reasons why I'm voting for Rochelle Swanson for City
Council ... and you should, too.

Rochelle has tangibly given back to the community with her work on
Davis High School stadium, in particular the Steve Larsen Bike Plaza,
highlighting her understanding the importance of cycling in our
community.

She is the only candidate who owns a business and does business with
actual business people. Her expertise is in negotiations. She
understands multiple points of view and brings differing opinions to
agreement.

Rochelle is a parent whose kids are in Davis schools. If you're a
parent in town, you understand why this matters.

She's also consistently gracious and a pleasure to be around, but
that's just a bonus point.

A true champ for children, families

There is no question that Rochelle Swanson possesses extensive
experience that makes her the person Davis needs on its City Council.
But how many of you know the woman behind those professional
qualifications?

I first met Rochelle when she and I became members of the Rotary Club
of Davis. I was asked to be the chair of the club's Child Abuse
Prevention Committee and Rochelle signed up for the committee. I had
never met Rochelle, but was pleased that she had joined the committee.
The first thing on our agenda was to establish a budget and develop
guidelines and a strategic plan for our program.

I was immediately drawn to Rochelle because of her passion to help
children in need and her contributions as we worked to establish our
priorities, goals and objectives, and mission. This is not easy. Child
abuse is a difficult social tragedy to talk about, let alone trying to
come up with policies and a mission for our club that would be well
thought-out and easy to articulate. It is easy to get caught up in the
emotion of the subject.

Rochelle was there to lend a calm and clear-headed approach. She
presented her ideas in a collaborative way that accomplished our
important work. She helped keep us focused on our work: child abuse
prevention.

Rochelle is an active child abuse prevention Rotarian and she helps
support the Yolo Crisis Nursery. She supports two children through the
World Vision program and supports similar organizations. She is a real
champion for children. I firmly believe she will bring this commitment
and follow-though to our city, our children and our community. She
actively solves problems and doesn't just talk about it.

When you think about whether to vote for Rochelle, think about the
woman who is not only highly professionally qualified, but also is
mature and possesses the life experiences that we need as a City
Council member. She cares deeply about our community, families and
children. She is the complete candidate.

Rochelle Swanson and Joe Krovoza, already proven leaders in Davis,

As Davis school board members, we've had the pleasure of working with
both Rochelle and Joe in the service of our students and families.
We've seen Rochelle in her role as president of the Blue & White
Foundation. She led this community group's very successful campaign to
raise enough money to partner with the school district in building new
athletic facilities at Davis High School, and was key in respectful
and savvy collaboration.

We know and admire Joe for his involvement in youth recreation, parks
volunteering and our Green Schools initiative. Joe and Rochelle worked
jointly to bring the Blue & White Foundation and Davis Bicycles!
together to ensure that there will be quality bike racks at the entry
to the new DHS stadium.

We both appreciate Rochelle and Joe's tireless commitment to our
schools, our children and the community. Rochelle has volunteered for
more than 20 years as a mom and worked as a business owner and
attorney to make Davis a better place in which to raise our children.
Joe has volunteered for Putah Creek, as an AYSO coach, and his
expertise in water and environmental law also will support the city we
love.

The fiscal challenges facing the school district and the city call out
for Rochelle and Joe's leadership, maturity, confidence and experience
to bring people and governments together to serve us all.

Swanson has the track record

Please vote for Rochelle Swanson for City Council. Rochelle has a most
diverse following. She is very informed and clear on local issues. Her
position on growth is that it must be based upon proven needs. Her
understanding of budgetary matters goes far beyond other candidates.
Her successes in supporting local schools speaks for itself.

Once you experience a serious conversation with Rochelle about local
issues and solutions you, too, will be convinced that she is the one
to support. Some of her opponents' supporters have been spreading
rumors about Rochelle; in other words, conducting a smear campaign.
They claim she is currently supporting Sarah Palin. This is a false
rumor.

Rochelle is the only current candidate who voted no on Measure X - a
big development at Covell and Pole Line that failed. Rochelle is the

Swanson. Joe is by far my favorite pick, as he is simply a sterling
candidate in every respect. As for Rochelle, I may disagree strongly
with her on national politics, but at the local level she will work
steadfastly with Joe to preserve the Davis we love, while fighting to
return it to fiscal health and accountability.

Don't be lulled into complacency - this is a critical election, and it
looks like the crooked campaign dollars are about to start rolling in.

After long, very pleasant discussions with candidates for City Council
who are running funded campaigns as well with Daniel Watts, I have
decided to endorse Joe Krovoza and Rochelle Swanson. All the
candidates were delightful to talk with, and I thank them all for
taking the time to meet with me.

While I don't expect that any of the candidates would vote exactly the
way I would on every issue, I think Joe Krovoza and Rochelle Swanson
share the same basic values concerning city planning, and that both
will take the steps needed to deal with our budget crisis. I believe
they both will make good decisions, work very hard, use common sense
and show good judgment.

I have worked with Krovoza in the past, and I endorsed him early on.
He has a has a passion for environmental issues and for bicycle and
pedestrian-friendly planning. He has shown impressive initiative in
his in work toward the Putah Creek accord and has strong, grassroots
neighborhood support. He is highly intelligent, thoughtful and
genuinely respectful of all opinions.

I did not know Swanson personally before I talked with her as a
candidate, but I was very impressed with her intelligence, her quick
grasp of the issues, the flexibility of her thinking and the work she
had already done to reach out and obtain input. I was particularly
impressed that she had already talked with our two renowned university
water experts, George Tchoban-oglous and Ed Schroeder, to try to
understand the most cost-efficient ways to deal with our water issues.

I had spent years advocating that we enlist the help of these
world-class experts, who, in fact, have ideas that could potentially
help us save up to $75 million or $100 million on our wastewater
treatment plant. Rochelle had turned to them for advice without
prompting. I think she will be a tremendous asset to the council.

I hope everyone will join me in voting for Measure R, which renews the
provision that ensures our right to vote on new peripheral
subdivisions, and for Measure Q, which is a renewal of our existing
city half-cent sales tax override, and which is essential to support
basic city services.

Joe and Rochelle for council

This is an important City Council election because we have the
opportunity to elect two individuals who not only have deep roots in
the community, but are also open and independent. Both Joe Krovoza and
Rochelle Swanson have demonstrated through their civic involvement
that they truly care about our city and preserving its quality of
life. Both candidates also have shown that they are accessible and
will be sensitive to all sides of an issue.

Most important, however, is the fact that both candidates are running
campaigns that are broad and that do not rely on established local
machines. Joe and Rochelle will clearly bring diversity of thought to
the current council and will have the independence to vote for what is
in the best interest of the city.

Vote Swanson and Measure R

For reasons so well articulated by Councilman Lamar Heystek and by
many others, I am voting for Rochelle Swanson for election to our City
Council. Some of you are aware that I had resolved to completely
ignore this City Council election out of despair.

However, the Picnic Day fiasco discussion focused my attention on
Rochelle. I was very impressed with her handling of that explosive
matter in such a professional, civil and courteous manner. I began to
catch up on the council race and check with people whose opinions I
respect. They said Rochelle is everything she says she is, and were
impressed by her proven ability to work with a cross-section of people
and interests. She gained the support of many of them for her
election; she listens and has grown. Rochelle is who the City Council
needs.

Voting for Measure R is simply a vote to retain the citizens' right to
a say on how the city grows. I am comfortable with that.

I strongly urge you to vote and support the election of Rochelle
Swanson to the Davis City Council and also vote for Measure R.

We are writing in response to Lyle Smith's letter to the editor Sunday in which he attacks Rochelle Swanson for not being a Democrat and therefore unworthy of becoming a member of the Davis City Council. As lifelong registered Democrats and longtime active volunteers and leaders within the Democratic Party, we join hundreds of other Davis Democrats who have enthusiastically endorsed Rochelle Swanson for the Davis City Council.

We did so based upon Rochelle's well-deserved reputation as an outstanding community activist and her genuine commitment to fiscal responsibility, realistic city budgets, affordable employee contracts, protecting our natural resources, providing affordable housing for all income levels and protecting basic city services while supporting our seniors, our young people and finally as a strong supporter of Measure J and its renewal Measure R.

She is earnest, honest and professional. Rochelle is a person who works to 'find common ground' and bring people together and her accomplishments support that well-earned reputation.

Rochelle is an independent thinker, a registered Independent and previously has been both a registered Republican and Democrat. Although we personally are proud and loyal supporters of Democratic candidates for partisan offices, the race for Davis City Council is nonpartisan and our city deserves the best folks to lead us regardless of party or voter registration.

Rochelle for Davis. This is more than a campaign slogan, but represents the attitude of Rochelle Swanson, candidate for City Council.

Davis voters are being afforded a unique opportunity in the upcoming election - to lessen the effects of 'machine politics 'in our city. Council elections are supposed to be nonpartisan, but all too often, coalitions are formed that represent the views of one party or the other and not what is best for all of Davis. Special interest groups form behind a candidate and we see one-issue politics.

Controlled growth does not mean no growth. Transportation issues translate to more than just bicycles. People who build houses are not 'villains,' nor are people who drive cars. There are people in Davis who are unable to use a bicycle.

Our youth should be able to buy a home in Davis. Our city needs a person or persons on the council who can and will thoughtfully review the issues that come before the council and make informed decisions that are in the best interest of all of Davis.

I believe Rochelle Swanson is one of those people. She has a vested interest in this community. Her children go to school here and community safety is an important issue. She is not the hand-picked successor to a member who is leaving. She represents the interests and values of one who has dedicated untold number of hours to the Blue & White Foundation stadium project to the extent of reducing her own business to virtually nothing to serve the city of Davis.

Krovoza leads in campaign donations

City Council candidate Joe Krovoza is leading in campaign donations, followed by Rochelle Swanson, then Sydney Vergis, according to the latest finance reports filed Thursday at City Hall.

Candidates Daniel Watts and Jon Li intend to raise less than $250 and spend less than $100 on their campaigns.

Krovoza has raised a total of $23,504 since the start of his campaign. His latest report shows he raised $7,634 during the March 18 to May 22 filing period.

In the previous filing period, Jan. 1 to March 17,

Krovoza raised $8,195. From July 1 to Dec. 31, he raised $7,675.

He has spent $24,144 on his campaign so far, leaving a cash balance of $2,175 and an outstanding debt of $2,416.

His contributors in this round of fundraising include Citizens for Ed Prieto, Yolo County Sheriff Ed Prieto's political committee.

Swanson's contributions to date total $19,897, with the bulk of her funds raised during the last three-month period. From March 18 to May 22, she pulled in $16,497.

She raised $3,400 from Jan. 1 to March 17. Because Swanson entered the race in March, she did not have to file for the July 1 to Dec. 1 period.

Swanson has spent $17,940. Her ending cash balance is $9,727, with an outstanding debt of $10,212.

Her recent contributions include donations from Davis Mayor Pro Tem Don Saylor, former Davis mayors Bill Kopper and Jerry Adler, former Davis City Councilman Mike Harrington, Davis Board of Education members Susan Lovenburg and Gina Daleiden, Yolo County Supervisor Jim Provenza, Yolo County Public Guardian Cass Sylvia and former state Superintendent of Public Instruction Delaine Eastin.

Vergis' funds total $12,328, with $4,097 raised in the past three months. Between Jan. 1 and March 17, she received $1,498 in contributions and, from July 1 to Dec. 31, she received $6,733.

Vergis has spent $11,195 and has an ending cash balance of $6,895 with an outstanding debt of $5,763.

Her latest crop of contributors include Davis Board of Education member Susan Lovenburg, Yolo County Supervisor Helen Thomson and Sylvia, the Yolo County public guardian.

Vergis' campaign also got a boost from an independent expenditure committee formed May 20. The 'Committee to Support Sydney Vergis for City Council 2010' was formed by outgoing Davis Mayor Ruth Asmundson and former Davis Board of Education member Marty West.

The committee spent $1,113 on printing and mailing 1,700 letters of support for Vergis' candidacy. The letter appears in today's Enterprise on the Forum page, C4.

West invested $563 and Asmundson $550 of their own money on the outreach effort. Because they each spent more than $250, they had to form an independent expenditure committee, which is required by law to function completely independent of the candidates' campaign.

But Asmundson's ties to Vergis' campaign - her daughter, Alinia Asmundson, is Vergis' treasurer - and the committee's failure to notify the City Council candidates of its activities raised suspicions in the Davis community.

Local political blogger David Greenwald filed complaints with the city and the California Fair Political Practices Commission.

West said Wednesday that she did not know about the requirement to notify candidates, but corrected the mistake as soon as she learned about it.

West said she and Asmundson never intended to do more than notify their friends and acquaintances of their support for Vergis. She said they planned to terminate the committee as soon as they completed the task.

Vergis reassured her supporters in an e-mail Tuesday, saying she did not know about the committee or its plans until she received a copy of the letter herself.

'I first learned about it when I received a copy of the sent letter, which was positive and delightful,' Vergis said in the e-mail. 'I am honored that Marty and Ruth, who are known for their long-time commitment to the community, are supporting me so proactively.'

The last time an independent expenditure committee stirred controversy in Davis was in 2006, when Steve Gidaro, a consultant with 5G Consulting Group, spent more than $21,000 to support council candidates Stan Forbes, Mike Harrington and Don Saylor.

Because direct contributions to candidate campaigns are capped at $100 per person, some see independent expenditure committees as a way to get around the limit and provide more money and resources to a campaign.

In addition to two open City Council seats, the June 8 ballot also will feature two local measures. There is no limit on contributions to ballot measure campaigns.

Measure Q is the renewal of the half-cent sales tax. Measure R is the extension of 2000's Measure J, which gives voters the right to approve or reject development projects on agricultural land.

A Yes on Measure Q campaign committee has raised $1,311 and spent $1,254, leaving a cash balance of $57 with no outstanding debts, according to its finance report for Jan. 1 to May 22.

The committee was formed by Councilman Stephen Souza. It received contributions from Souza, Ruth Asmundson, Saylor's Saylor for Supervisor campaign, Lydia Delis-Schlosser, Gary Nunes and Eric Roe.

Yes on Measure R raised a total of $12,459, including funds carried over from when the committee was called Citizens for Responsible Planning, which formed in 1997. The committee spent $10,388, leaving a cash balance of $2,071 with no debts, according to its report for March 18 to May 22.

Contributors to Yes on Measure R include Davis City Council candidates Krovoza, who donated $50, and Swanson, $50; Kopper, $400; former Davis Mayor Ken Wagstaff, $250; and Provenza, $125.

Donations ranged from $25 to $500 from 111 individual contributors.

The final filing deadline for campaign finance reports is Thursday.

 

Swanson makes it a race: Three vie for two council seats

Rochelle Swanson, an independent land-use consultant, is the third candidate to join the race for two Davis City Council seats in the June 8 election.

Swanson filed her nomination papers Monday afternoon at City Hall.

Candidate Joe Krovoza filed on Friday, while Sydney Vergis filed on Feb. 16.

Candidates have until March 17 to file, unless Mayor Ruth Asmundson or Councilman Lamar Heystek decide to run for re-election. The deadline is Friday if an incumbent files. Both incumbents have said they will not seek another term, although Heystek supporters are lobbying him to reconsider. He will make public remarks about his plans at 4:30 p.m. Friday in the courtyard at Davis City Hall, 23 Russell Blvd.

Swanson, 40, is an attorney and owner of RHS Consulting, a firm that researches and interprets land-use laws. She previously worked as a zoning manager, a project analyst for Pacific Gas & Electric Co., and a victim counselor for the Institute for American Justice.

She also is president of the Davis High School Blue & White Foundation, a member of the Rotary Club of Davis, and has served on a Davis General Plan committee and the Yolo County Grand Jury. Swanson said she hopes to be a uniting force on the council. She said she sees dissension on the council and in the community, and wants to do what she can to facilitate communication for the betterment of Davis.

'I believe that I can help people find common ground so that we can move forward,' Swanson said. 'I truly believe that we all love Davis and we all have that in common.'

Swanson is married to Charlie Swanson, owner of The Graduate, a restaurant and bar in the University Mall, and has lived in Davis since 1993. She has four children, ages 8 to 19.

As a parent, business owner and community activist, she said, she understands the challenges facing the residents of Davis. She said she is dedicated to safe schools, open government, a healthy local economy and a stronger role in regional governance.

She is planning a kickoff party for her campaign in a couple of weeks. Her Web site is http://www.rochellefordavis.org.

Krovoza, 47, is the director of external relations and development at the UC Davis Institute of Transportation Studies and Energy Efficiency Center. He is vice chairman of the Davis Bicycle Advisory Commission and organizes and writes for the Davis Bicycles! column in The Enterprise. Vergis, 27, is a graduate student of transportation, technology and policy at UCD. She is vice president of the Tree Davis board of directors and a member of the Davis Business and Economic Development Commission. At the close of the first campaign filing period, Krovoza had raised $7,675 and Vergis raised $6,733. Swanson did not have finances to report.

Rochelle Swanson Officially Throws Hat into Council Race

And then there were three again. There was a brief period of time when it looked like candidates Sydney Vergis and Joe Krovoza would be anointed rather than elected to the Davis City Council. That was in a period where everyone believed that Mayor Ruth Asmundson would not run for a third term on City Council.

However, at the same time that the Mayor publicly announced that she would not run, a third candidate entered the race, Rochelle Swanson. She told the Vanguard last night that she now filed her paperwork and is officially a candidate for the Davis City Council. She did not send out a formal press release and she will not have an official announcement party. In a release she said:

"Davis deserves leadership dedicated to safe schools, open government, a healthy local economy and a stronger role in regional governance decisions. All my professional and community-based volunteer work over the last 20+ years has led in this direction and to my decision to run for city council. I have built a solid reputation as a leader, facilitating cooperative and constructive discussions that have led to success. I am proud of my track record.

As a parent of four children, the owner of my own business, and President of the Blue and White Foundation, I know first hand the challenges we all face. And unless we have a detailed future plan, we risk a strong and vibrant future. Nobody wants failure. We all want success. We want to keep strong in Davis the community values that make Davis, Davis."

Ms. Swanson, 40 (at the end of March), is the mother of four children ranging from 8 years old to 19. She got her bachelor's degree at UC Davis in political science and her law degree at McGeorge School of Law.

She currently owns her own business, RHS Consulting, that she says, provides a range of contracting and consulting for land use entitlements. She describes herself as a land use contractor and consultant.

She is married to Charlie Swanson, the owner of the Davis Graduate where she works as the community outreach person and Secretary of the Board.

Ms. Swanson's involvement in the community includes a current stint as President of the Davis High School Blue & White Foundation which has raised money and supported the construction of the new high school football field. She has also served a member of the Rotary Club, serving on the Child Abuse Prevention Program Committee, a member of the Superintendent's Parent Advisory Committee, Past President of Rotaract, as well as a member of the Yolo County Grand Jury (97-98), and the Youth & Education Commission for the City of Davis General Plan update in 2001.

In her press release, she mentions five issues, building stronger ties between the city and our schools; creating an environment of mutual respect, of open government, supporting our local businesses, helping bolster downtown vitality and neighborhood convenience, and making sure issues decided regionally are influenced by what we want in Davis environmentally and need fiscally.

What she does not spell out and where many will be wondering is where she stands on probably the two largest burning questions facing the city. First, the ongoing debate over how much and where to grow. It is surprising that as a self-described land-use consultant she never mentions in her statement land use policy or her position on Davis' one percent growth policy, peripheral growth, open space, two-to-one agricultural mitigation, Measure J, and other related issues.

Second, while she mentions that she wants to insure decisions are influenced by what "we in Davis environmentally want and fiscally need," she never mentions fiscal policy in Davis. The city of Davis is facing many huge fiscal challenges both in the short term and the long term. And while city management and the council recently just approved the latest MOUs with some of the bargaining units, those MOUs actually are only three year agreements and they really began last June. That means, two years from this June when the next council takes over, they will expire.

We need to know what she would do about Davis' structural problems, issues like pensions, the $40 to $62 million unfunded health liability, the cafeteria pay out, and other related issues.

While those issues are obviously a bit heavy for an announcement statement, in the coming months not just Ms. Swanson but all of the candidates must address these vital issues to the satisfaction of Davis voters. ---David M. Greenwald reporting

 

Graduate takes lead on ending early-morning alcohol sales

Davis Graduate owner Charlie Swanson says he's putting an end to early-morning alcohol sales on Picnic Day, and he's challenging other businesses in town to follow his lead.

“I'm willing to take an economic hit to stand up for what I think is right,” said Swanson, whose University Mall bar and restaurant has offered $1 beers starting at 6 a.m. on Picnic Day.

But Swanson said he's concerned about the perception that his morning beer sales contributed to alcohol-fueled problems throughout the city on Picnic Day, including 516 calls for police service and 33 arrests.

The chaos had some wondering whether Picnic Day should be canceled altogether.
Representatives of UC Davis, the city of Davis and local businesses are scheduled to meet Monday to discuss what range of measures should be taken to prevent the out-of-control parties, fights, assaults and gropings that stretched police thin and prompted some downtown merchants to close early this year.

Although none of the incidents occurred at The Graduate — the closest was a fight in the University Mall parking lot, police said — “at some point, perception is reality,” said Swanson, who on Tuesday night released a letter to the community titled, “2011 Picnic Day Pledge.”

“I am saddened by the events that have clouded the perception of our community during this last 2010 Picnic Day,” wrote Swanson, who sent the letter to The Enterprise and other community members.
“We at The Davis Graduate are taking a leadership role on the issue of early Picnic Day drinking. We invite the rest of the Davis business and community leaders to do the same.”

Among Swanson's pledges:

  • No alcohol will be served before 11 a.m. on Picnic Day.
  • The business will not offer any Picnic Day discounts on beer, wine or hard alcohol.
  • Food service will extend from midnight to 1:45 a.m.
  • All management, security, bartenders and servers will be trained and certified in Licensee Education on Alcohol and Drugs (L.E.A.D.) through the California Department of Alcohol and Beverage Control (ABC).

Other special Picnic Day events, such as music from a live band, will remain intact, Swanson said.
“It's still going to be a fun day. It's just not going to start at 6 in the morning,” he said.
Swanson said his wife, City Council candidate Rochelle Swanson, supports his decision. He believes her candidacy is the reason The Graduate's dollar beer sales were singled out as a contributor to the Picnic Day problems.

Lt. Tom Waltz, spokesman for the Davis Police Department, issued a statement Wednesday praising Swanson for “taking the lead in curbing alcohol consumption on Picnic Day.”

“We hope that his initiative will prompt other businesses that sell alcohol in our community to follow suit so that Picnic Day can return to the family event that it was meant to be,” Waltz said.
